“You are in possession of an entire slew of places in Southern California which have grown by millions of individuals without raising their water use due to a conservation ethic,” says Felicia Marcus, Chair of the State Water Resources Control Board. Not only do Southern Californians believe at the neighborhood level, in conservation, water districts are enforcing rules on landscape ordinances and toilet retrofits to assist with water conservation.
